An instructor in history and government, and an expert in international affairs, Wambaugh was born in Cincinnati, Ohio, the daughter of Eugene and Betty Wambaugh, and earned degrees from Radcliffe College (A.B. 1902, A.M. 1917). She was an advisor to the Peruvian government for the Tacna-Arica Plebiscite (1925-1926), to the Saar Plebiscite Commission (1934-35), to the American observers of the Greek national elections (1945-1946) and to the U.N.
